This series contains the official record of meetings of the County Court and later the Board of County Commissioners. The minutes document the various business handled by the commission, including appointment of county officials; petitions from citizen; budget review and approval; discussion of taxes; basic services such as police and fire protection, roads, water and sewer. Information also includes place of meeting, commission members in attendance, and a summary of all decisions made by the board. During the territorial period the County Court created this record as the governing body in the County. In 1896 the Board of County Commissioners took over that function and continued producing the minutes. The earliest book in this series records appointment and election of county officials under authority of the State of Deseret, along with some judicial proceedings handled by the County Court. This earliest part of the book from 1851 is written in the hand of County Clerk Isaac Higbee. The rest of the book appears to be in the hand of County Clerk Lucius N. Scovil.
