The Committee on Executive Reorganization was
charged by SB332 with monitoring and evaluating the
development of the Utah State Department of Health.
This 1s a progress report of that evaluation effort.
No final recommendations will be forthcoming until the 1981
General Session of the Legislature.
It 1s our hope that this report will spotlight some
of the key issues that should be considered when discussing
whether the Department of Health should become an independent
department of state government or whether 1t should remain a
division within the Department of Social Services.
The Committee has enjoyed being able to serve the
Governor, the Legislature and the citizens of Utah. We hope
that our work will prove helpful 1n making state government
meet the goals of accountability, productivity and cost
