2 REPRESENTATIVES OF THE THIRTY-FIFTH LEGISLA-
3 TURE OF THE STATE OF UTAH REQUESTING THAT THE
4 CONGRESS OF THE UNITED STATES PROPOSE AN
6 AMENDMENT TO THE CONSTITUTION OF THE UNITED
6 STATES RELATING TO NON-GOVERNMENTAL ACTIV1-
7 TIES OF THE UNITED STATES GOVERNMENT AND RE-
8 PEALING THE XVI AMENDMENT OF THE CONSTITUTION
9 OF THE UNITED STATES.
Be it resolved by the Legislature ol the State of Utah:
1 We respectfully request the Congress of the United States to pro-
2 pose an amendment to the Constitution of the United States, or to call
8 a convention for such purpose as provided by Article V of the Consti-
4 tution, and amendment providing as follows:
6 Section 1. The Government of the United States shall not engage
7 in any business, professional, commercial, financial or industrial enter-
8 prise except as specified in the Constitution.
9 Section 2. The Constitution or laws of any state, or the laws of
10 the United States, shall not be subject to the terms of any foreign or
11 domestic agreement which would abrogate this amendment.
12 Section 3. The activities of the United States Government which
13 violate the intent and purposes of this amendment shall, within a period
14 of three years from the date of ratification of this amendment, be
16 liquidated and the properties and facilities affected shall be sold
