1 WHEREAS, the growth of the State of Utah is directly
2 related to the ability to develop and utilize its water resources;
3 and
4 WHEREAS, water resource development relieves social
5 problems by permitting opportunities for full employments**-^
6 rural development^*improving the urban environment and economic
7 growth; and
8 WHEREAS, the continued growth of the State of Utah is
9 directly dependent upon the development and utilization of
10 its legal entitlement to Colorado River water, as set forth
11 in the Colorado River Compact of 1922jj and the Upper Colorado
12 River Basin Compact of 1948, to meet increasing municipal,
