MEMORIALIZING CONGRESS AND THE PRESIDENT OF THE
UNITED STATES BY EXPRESSING APPRECIATION FOR ACCOMPLISHMENTS IN RELIEVING DISTRESS DURING THE
PRESENT EMERGENCY.
Be it resolved by the Legislature of the State of Utah, the Governor concurring therein:
1 The people of Utah through  their duly elected representatives desire
2 to convey appreciative thanks to the Congress and the President of the United
3 States for assistance timely and wisely given to distressed residents of this
4 commonwealth during the period of economic depression.
5 Improvidence may be laid  at the door of neither the government of
6 Utah nor its citizens.    The economic disaster which swept the world in the
7 past several years fell, however, with unusual severity on those productive
8 enterprises on which Utah had long depended for the income of her populace.
9 The mining of coal and non-ferrous metals was reduced to a  tithe of its
10 former activity and capacity.    Irrigated agriculture and the range livestock
11 industry, which had been engaged in a hard-fought struggle for survival
12 long before the depression were in no condition to withstand the sudden loss
13 of both home and outside markets.    Unprecedented drouth, following a long
14 series of unusually dry years heaped misfortune on misfortune,until thous-
15 ands of those dependent on all these production industries were left destitute.
16 Agriculture,  stock  raising  and mining are the industrial  lifeblood of
17 Utah.    When they ceased, even  though only temporarily, the  customary
18 public and private sources alike were pitifully inadequate to meet the demand
19 for relief and employment which had thus been vastly multiplied.
20 To a citizenry in these dire straits President  Roosevelt's promise that
