Dear Mr, Holman:
As you may be aware, the Public Policy Committee, as authorized
by the Board of Directors of the Community Services Council, studied
the Little Hoover Committee report and met with the Little Hoover
Commission. Subsequently, the Committee reviewed drafts of legislation, opinions and statements of affected State Departments, community individuals and agencies regarding the reorganization of the
Health, Welfare, Mental Health - Retardation, and Corrections programs. The Committee also worked closely with Coordinator Holbrook
and the Governor's office regarding its positions on reorganization.
The Executive Committee of the Community Services Council
endorsed the proposal for a Commissioner of Health and Welfare Services as a coordinator of the divisions of Health, Welfare, Mental
Health, Mental Retardation, Corrections and Aging, The Executive
Committee also endorsed the proposed legislation providing that all
boards, councils or committees in these divisions be advisory councils
and not administrative or policy making bodies.
The Committee is especially concerned with the provisions in
the proposed Bill regarding the qualifications of the directors of
the separate divisions — Health, Welfare, Mental Health - Retardation, and Corrections, The Committee's conclusions were that directors
should be qualified persons in their fields. This will insure better
organization of the divisions, better programs to fulfill the needs
of the State, and will give stability and tenure to the directors,
