Dear Senator Holman:
When appearing before your committee on March 12, 1966, and presenting
my views on the Little Hoover Commission's Report on the Organization
of the Executive Branch of State Government, I requested and received
permission to file a supplementary report with your committee.
The purpose of my request in providing your committee with a supplementary statement is to present some personal views which I felt were
not expedient to present in open public hearing as they could be
misconstrued as a personal reflection on the integrity or ability of
the commissioners of agriculture rather than directed at the inadequacies
of the present system of administrative organization of the department.
I hope this brief supplementary statement will be informative and of
value to you in making a determination on the matters involved.
