Dear Chairman Holman:
Thank you for your loiter dated s.ry 1, 1955, referring to the report of "The
Little Hoover Commission11 ana asking that I- meet with your coim.d.c:ao on Saturday,
February 5, 1966 at four o'clock in the afternoon to present my reactions and
commencS to tne rc^orc.
Replying categorically to the questions outlined in 'your letter:
No. 1 - What recommendations of Che Little Hoover Commission do you
I heartily agree that many commissions and departments could and should be consolidated. As far as I have been able to determine from my study of the report and the
charts showing plans for re-organization of state government, I agree chat it would
be a great service to the state and a help to Che governor to consoli. oe under one
Commissioner of Public Safety Services, one Highway Patrol, Motor Vehicles, defense,
Civil Defense and Fire Marshall; to me it is consistent for all of those agencies to
be under one director.
A Commissioner of Health and Welfare Services could well handle the Welfare, Health,
Mental Health-Re rdation, Employment Security, Corrections.
Under doe Commissioner of Labor and Commerce Services, I cannot agree that the Liquor
Control Commission should be directly under this control. I feel the liquor control
is such a big department other consideration should be given for its individual control,
Other departments mentioned, through consolidation of commissions possibly could mean
a great improvement. Since receiving your letter, I have not had time to give thorough
consideration co all facets, but I am sure many departments can be incorporated or
merged together under the Executive Branch to the good and benefit of the state.
